Matthew 11:1:
11:1And it came-to-pass when Jesus completed throughly-arranging his twelve learning-disciples, he departed from-there to teach and to herald-forth in their cities.
It happened that when Jesus had ended arranging through-and-through (putting fully in order) his twelve learning-disciples (students – the ones whom he had just apostled, see Matthew 10), he departed (moved out, changed direction) from that place for the purpose of teaching (instructing) and heralding-forth (proclaiming) within the cities/towns of the people of Israel where he sent them.
Verses 2-6:
.2But John having heard in the prison the works of the Christ, having sent by means of his learning-disciples, .3he said to him, "Are you the (one) coming or do we expect a different-one?" .4And Jesus having answered said to them, "Having journeyed you must announce to John which-things you hear and observe: .5blind-people observe-upwardly and lame-people walk, lepers are cleaned and deaf-people hear, and dead-people are raised and poor-people are good-messaged, .6and he is happy who if-ever may not be caused-offense in me."
When John the baptizer heard about the works of the Christ (Christ's deeds), while he was guarded and bound in prison, he sent some of his learning-disciples to Jesus to ask his question for him, "Are you the one who is coming (foretold since Genesis 3:15) or do we expect a different-one (should we watch for the arrival of someone else)?"
Jesus answered by saying to John's students, "When you journey (pass, go back) you must announce (relate) to John which-things you hear and observe (look-at, mentally-envision, are mentally-aware of and contemplate, even though you may not see everything about what I am doing with your physical eyes): blind-people observe-upwardly (look-up in the recovery of their physical sight) and lame-people walk, lepers are cleaned (from their leprosy) and deaf-people hear, and dead-people are raised (caused to rise up from being dead to being physically alive) and poor-people (people who are beggarly, crouching in the begging position, being in need of certain things) are good-messaged (they are given the gospel, evangelized), and he is happy (felicitous) who if it should happen that he would not be caused-offense in me (not caused to stumble against me, as a trap-stick as when bait is attached and if it is struck or hit against it springs the trap, a person would be offended if he would not take heed to what Jesus was saying and doing)."
Here, for example, Jesus is not including every blind person on the face of the earth receiving his sight, but only those who believe what he says to them. Jesus was carrying out God's will in each situation.
